Job duties

• Organization of the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
• Organization of scientific work and training of qualified personnel on the basis of state educational standards;
• Ensuring that all deans and departments, heads of departments and teachers are fully aware of the content of knowledge and the set of requirements for the level of training in accordance with state educational standards;
• Organize the implementation of orders, directives and instructions of higher authorities, decisions of the Academic Council of the University on issues related to scientific processes and orders of the rector;
• Methods for studying the development trends of the education system of developed countries, the Law “On Education”, the “National Training Program” and other laws related to education, the methods of implementation of the tasks and development of tools and ensuring their implementation;
• Organize the introduction and effective use of advanced forms of teaching in the educational process, including distance learning, new pedagogical and information and communication technologies;
• Preparation of proposals and organization of work in the field of activity;
• Coordination, organization and control of the work of departments, deans, scientific laboratories, scientific communities that support the research process;
• Approval of work plans of departments, faculties and departments, research laboratories in the field of research and monitoring their implementation;
• Improving the quality of research, monitoring and ensuring the implementation of individual plans of professors and teachers;
• Organization of educational and scientific conferences, leading the work of the scientific and technical council of the university, generalization of advanced scientific and methodological experience;
• The process of preparation and publication of research papers, including journals and collections of scientific papers by university staff, as well as the replenishment of the library fund with scientific periodicals in all areas of educational and research activities of the university. to provide general guidance on;
• Managing and assisting the process of search, selection and work with talented young people, managing the process of training prestigious scholarship winners of the President of the Republic of Uzbekistan, Navoi, Beruni, Ulugbek, Zulfiya and others among students and interns. ;
• Development of proposals for the staff of professors and research assistants, the organization of work to provide departments, divisions and research laboratories with qualified personnel; 
• Supervise the development and implementation of plans for the recruitment of vacancies on a competitive basis, the recruitment of doctoral students, independent researchers and masters, the improvement of the teaching staff;
• Development of issues on effective use of scientific laboratories, improvement of technical equipment of laboratories;
• Take action against employees who violate executive discipline, prepare proposals for termination of contracts with them;
• Preparation of proposals for the organization of research in cooperation with leading research centers and related higher education institutions of foreign countries in order to improve the content of scientific research and education, to ensure the training of specialists in accordance with international requirements;
• Conducting annual reports, analysis and conclusions of departments, faculties and departments, the implementation of modern methods of evaluating the scientific performance of teachers;
• Carrying out regular scientific cooperation with higher education institutions, ensuring the active participation of professors and teachers in conferences, seminars, cooperation with local authorities;
• In accordance with the established procedure to determine, analyze the annual ranking of the university, to carry out work to improve its activities;
• Regular internal certification of the university in the prescribed manner, active participation in the preparation and conduct of external certification.
